Human Resource Mangement and Personnel Management Definitions with authors/sources..ü

bounce
According to Susan M. Heathfield, Human Resource Management is the function within an organization that focuses on recruitment of, management of, and providing direction for the people who work in the organization. The organizational function that deals with issues related to people such as compensation, hiring, performance management, organization development, safety, wellness, benefits, employee motivation, communication, administration, and training.

Basically, we know that when we speak of HRM, it talks about people in an organization. As seen in the definition above, HRM is a function in an organization that provides direction with the people inside it and it deals with the issues that concerns with the employees..ü. Therefore, I agree with the author in her views.ü

bounce From Carter McNamara, Human Resource Management function includes a variety of activities, and key among them is deciding what staffing needs you have and whether to use independent contractors or hire employees to fill these needs, recruiting and training the best employees, ensuring they are high performers, dealing with performance issues, and ensuring your personnel and management practices conform to various regulations. Activities also include managing your approach to employee benefits and compensation, employee records and personnel policies.

From the definition seen above, In an office or organization, they must know first what staffing and employment needs they want for the management to set standards for the hopeful applicants..ü.I definitely agree with the author on this matter. Since that hiring and recruitment are one of the essential functions of HRM, then standards must be imposed then.ü

bounce Personnel Management is an administrative discipline of hiring and developing employees so that they become more valuable to the organization. It includes (1) conducting job analyses, (2) planning personnel needs, and recruitment, (3) selecting the right people for the job, (4) orienting and training, (5) determining and managing wages and salaries, (6) providing benefits and incentives, (7) appraising performance, (Cool resolving disputes, (9) communicating with all employees at all levels.

As what I've observed, the two terms are congruent. Meaning, HRM and PM are the same in some manners like developing and managing employees for them to become more productive, and to ensure every employee's sake and benefits..ü

bounce From my other source, Personnel Management is the part of management that is concerned with people and their relationships at work. Personnel management is the responsibility of all those who manage people, as well as a description of the work of specialists. Personnel managers advise on, formulate, and implement personnel policies such as recruitment, conditions of employment, performance appraisal, training, industrial relations, and health and safety. There are various models of personnel management, of which human resource management is the most recent.

Just like HRM, PM handles all responsibilities when it comes to "people/staffs/employees". Personnel Management satisfies all the employee's needs especially their benefits and compensations..ü.

bounce Lastly, Human Resource Management, a model of personnel management that focuses on the individual rather than taking a collective approach. Responsibility for human resource management is often devolved to line management. It is characterized by an emphasis on strategic integration, employee commitment, workforce flexibility, and quality of goods and services.

On this part, stated here was HRM focuses on every individual rather than the collective approach that Personnel Management handles. Emphasized here that HRM is responsible for molding an developing every employee to their full potential for the proficiency of their work..With that, I agree..ü

bounce interview with a personnel..ü bounce

I interviewed a Human Resource Personnel yesterday, September 24,2008.ü Though, its not really a fOrmal interview since that the respondent was just our neighbor..hehe.. Very Happy The interview just lasted for a couple of minutes..ü..a very swift interview..ü

I asked her about the nature, scope and role of human resource management. She gave me two main nature/role of a hr management..ü..First was, the office first decides what staffing needs they have, in order for them to know if they'll use independent contractors or hire employees to fill their needs. Second, the hr manager must know how to manage his/her approach to employee's benefits and compensation, handle employee records and personnel policies..ü..She then also gave me some of the scope or even the main function of a hr management, and that is to ensure the recruitment, selection, training and development of their staff necessary for the efficient and effective management of the organization..ü

She told me that what she mentioned above are similar of the concept of their organization..ü..I, then agree on her points of view..ü.Base on our interviews on our adopted company, HR management is their tO support, and enhance every employee on their company..ü..It is very necessary for them to do such thing in order fOr the development and proficiency of their employees..ü.As what I learned during our lectures,
"Dapat jud alagaan ang mga empleyado para ganahan pud manrabaho..ü..dba? " Very Happy

State of the Nation Address 2008

areas in PGMA's SONA related to HRM

bounce benefits
Pinagsasama-sama natin ang mga programa ng DSWD, DOH, GSIS, SSS at iba pang lumalaban sa kahirapan sa isang National Social Welfare Program para proteksyonan ang pinaka-mahihirap mula sa pandaigdigang krisis, and to help those whose earnings are limited by illness, disability, loss of job, age and so on—through livelihood projects, microfinance, skills and technology transfer, emergency and temporary employment, pension funds, food aid and cash subsidies, child nutrition and adult health care, medical missions, salary loans, insurance, housing programs, educational and other savings schemes, and now cheaper medicine—Thanks to Congress.

bounce employment
In disaster-stricken areas, we have a cash-for-work program.

bounce trainings
In training, 7.74 million took technical and vocational courses over the last seven years, double the number in the previous 14 years. In 2007 alone, 1.7 million graduated. Among them are Jessica Barlomento now in Hanjin as supply officer, Shenve Catana, Marie Grace Comendador, and Marlyn Tusi, lady welders, congratulations.
Our P 350 million training partnership with the private sector should qualify 60,000 for call centers, medical transcription, animation and software development, which have a projected demand of one million workers generating $13 billion by 2010.

Honestly, i haven't heard any of the president's statements from any media resources since that im at school.hmp! But thanks to our modern technology, its easier for me to cope up from any important events.ü Hmm. From the statements above, it just show that the president is really doing her best just for our nation's sake it just so happen that we cannot feel the developments and the changes that was made.
Actually, base on what I can see, nothing has change. No improvements. Am not really expecting anything from her promises. Its not that I dont care about Philippines or whatsoever. It just happen that im getting tired and sick from all of these. hmp! Evil or Very Mad But I dont blame everything to her. We, as a citizen must also do our part. As our native folks said, If we want changes, it must begin from ourselves. In short "Dli na ta mag salig sa mga gipang saad sa atong gobyerno. Mag lihok ta ug ato aron maka kat.on..ü Busa ABTIK NAH!ü"

bounce Human beings are the most important, potent and critical resource of any organization, and yet the least understood and the worst managed of its resources.

We. Human beings, made that we so called organization. Without us, it would be nothing. Naturally, we are powerful and strong. And most often we tend to criticize everything around us.

We are so hard to please. Even if some are not, but, generally, we dont agree on something easily. We find ways to argue and oppose over something.

In relation to the saying above, we, human beings are the so called machine behind any organization. We are also the ones who destroys it. Why? It is because of the mis management and the wrong decisions made over something. We have the attitude of craving on something we want and if we already have it, we'll just take it for granted. That's why some organizations fail. It's just like saying "We can make it, and can break it."
